About the Site

The application site comprises approximately 12.04 hectares of land off Allerton Road, adjacent to the existing residential area of Allerton, which lies west of the city centre of Bradford. Directly north of the site is Chellow Dean Reservoir. There are residential properties to the south, east and northeast of the site's boundary. The west boundary of the site is bordered by agricultural land. The Site is currently used for agricultural use.

In terms of the Site surroundings, the Site is located approximately 4.32 km northwest of the centre of Bradford. The nearest supermarket (Aldi) is approximately 0.7 km south of the site. The nearest primary school is the Ley Top Primary School & Nursery which is approximately 1.4 km southwest from the site and the nearest secondary school is Doxin’s Allerton Academy which is approximately 0.5 km south of the site.​

About the Site

Planning Context

  • The site consists of Grade 4 agricultural land within the northern and western area of the site and urban land within the south and southeast boundary of the site.

​

  • The majority of the site lies within Flood Zone 1 (low probability of flooding), with a small area on the northern boundary within Flood Zones 2 and 3. Additional, small areas of the site are at risk of surface water flooding. Therefore, the design of the development will avoid areas at risk of flooding. A Flood Risk and Drainage Assessment report has been prepared and will be submitted as part of the planning application to Bradford Council. The report addresses flood risk and drainage within the site.

​

  • The layout is landscape-led to ensure the proposal works with the existing levels on the site. Existing landscape features such as trees hedgerows are to be retained and strengthened where possible with supplementary planting, and biodiversity is to be enhanced. Additionally, a buffer is proposed to the existing ancient woodland.

​

  • There are 3 Grade II listed buildings within close proximity to the site, Fountain in Lower Reservoir, approximately 0.06 km north of the site. Lodge to Chellow Dean, approximately 0.09 km north of the site and Archway with Gates approximately 0.05 km north from the most eastern parcel of land on the site. The development proposals will respect these important buildings and retain their current setting.

  • Existing Public Rights of Way will be retained and new footpaths are proposed within the site through areas of public open space.

Planning Context

The Proposal

The emerging vision for the site is to create a new community that delivers up to 300 much-needed homes to meet Bradford’s diverse housing needs within a sustainable landscape setting.

​

Keepmoat will be seeking outline planning permission on the site. Outline planning permission is used to gain an understanding as to whether the nature of a development is acceptable and to establish the principle of development for residential use on the site. Subject to outline permission being granted, specific details known as ‘reserved matters’ can subsequently be confirmed under a separate planning application. In this instance, all matters are to be reserved except for access.

​​

Vehicular, cycle and pedestrian access is proposed from the east of the site, off Allerton Road, and also from Canford Road from the south of the site. Additionally, pedestrian and cycle access is proposed from multiple points south of the site, off Manscombe Road, and from the east, west and north of the site, to connect with existing footpaths.

​

In line with policy requirements, 35% of homes are proposed to be affordable.

​

Public open space will be provided around the site, as shown on the illustrative masterplan below.

​

Key aspects of the Concept Framework include:

​

  • Retaining existing landscape features/trees to enhance biodiversity;

​

  • Enhancing existing routes across the site and introducing new connections;

​

  • Creating a new sustainable neighbourhood that is sensitively integrated with the local context;

​

  • Providing a landscaped green link along the northern boundary to provide a development-free buffer to protect the setting of the ancient woodland; and

​

  • Development parcels to follow the natural contours of the site, responding to changes in topography and accessibility requirements, minimising landform alteration and ensuring the development is sensitively integrated into the landscape.

We are asking people who live and/or work in the area to view the proposals and let us know your thoughts on the proposals, the principle of residential development, what you think we should know about the surrounding area and how these points may influence the proposals. Next Steps

All feedback will be reviewed and considered and an outline planning application will be submitted to Bradford Council shortly.

​

Beyond that, the planning application is expected to be determined in mid 2026. A reserved matters application, which will provide the detailed design for the scheme including how the houses will look will be submitted later in 2026. This will provide a further opportunity to comment. This process would progress through 2026 and 2027, with a view to delivery commencing on site during 2028.
